General Assembly votes not to increase
percentage of YADS at 2006 assembly

DENVER – The 215th General Assembly failed to get enough votes to increase the number of Youth Advisory Delegates to the 2006 General Assembly.

The 2006 assembly will be the first biennial assembly held, since there will be no assembly held in 2005.

The recommendation from the Assembly Committee on General Assembly Procedures would have changed Standing Rule A.2.c, which states: "Each presbytery shall appoint an active member of the Presbyterian Church (USA) who shall be at least 17 years of age and no greater than 23 years and 364 days of age on the date the General Assembly convenes, to be a youth advisory delegate.

When the General Assembly meets biennially, presbyteries with membership of more than 32,000 members shall appoint one additional youth advisory delegate." The committee's recommendation was amended by the assembly to change the membership number from 32,000 to 20,0000.

The assembly's vote was 262-245, but since the motion was to change a standing rule of the General Assembly, 365 affirmative votes were needed to approve the measure.

An amendment to give YADS voice, but no vote, in assembly committees was disapproved by a vote of 103 - 402.
