$495,000 authorized for denominational
publication in 1999

LOUISVILLE - The General Assembly Council has approved a 1999 income budget of $495,000 for Presbyterians - Being Faithful to Jesus Christ. The council launched the publication in May, 1997 at the urging of Rev. John Buchanan who was in the final month of his moderatorial year. Buchanan told the council that it needed the public relations piece to counter the effect of news published by The Presbyterian Layman. This project is so urgent, he insisted, that it should be adopted even though there was no plan for funding it. "I'll raise the funds myself, if necessary," he said.

But now, after publishing five issues costing almost $600,000 ($599,594), the council is struggling with the necessity of paying for the publication. The plan for 1999 is to reduce the number of issues from four to three and to pay for it with $350,000 from the mission budget, $100,000 from per capita budget reserves, estimated advertising revenue of $25,000 and anticipated contributions of $20,000.

During 1999, the General Assembly Council's office of communications will have to do some serious head scratching over future funding for the publication. No additional funding from the per capita budget is anticipated after 1999.

Gary Luhr, director of the communications office, told the council that circulation has risen to "just under 600,000 copies." In addition, almost 68,000 copies are distributed as part of the Synod of Living Waters newspaper, Presbyterian Voice. Luhr said that the circulation growth has occurred because many local church sessions have agreed to send their congregation's mailing list to denominational headquarters.
