LOUISVILLE, Ky. – When all was said and done, the General Assembly of the Presbyterian Church (USA) approved enough new programs to raise the per-capita apportionment on local congregations to $5.25 per member, up from $4.98 from 1999.

In related action, the General Assembly declined to require that local congregations be required to pay their per-capita apportionments.

On their final day in Louisville, headquarters for the denomination, commissioners approved the $5.25 rate for the budget year 2002.

They also approved budgets for the Office of the General Assembly and the General Assembly Council totaling $14,010,857 in 2001 and $14,704,233 in 2002.

In addition, commissioners approved a mission budget of $136.4 million for 2002.

Overture 01-01 from Scioto Valley Presbytery, which asked that congregational per capita payments be made mandatory, was defeated by the assembly without discussion.

The assembly’s Polity Committee had urged disapproval. Committee Moderator Ted Wardlaw of Greater Atlanta told commissioners, “The spirit of our constitution affirms that per capita is voluntary. While we move disapproval of this overture, we urge sessions to pay per capita.”
